Nowadays, the cultural actors
have a more and more sharp conscience of the issues that represent the
development of the exchanges and the organisation of sector within their region,
strong of 16 countries. Thus, the cultural actors – whoever they are: public
cultural organisms, civil society organisations (particularly numerous in this
sector), or private structures – take many initiatives aiming to develop
exchanges and to organise itself at regional level, becoming then a civil
cultural society active and effective.
In Africa, the necessity to
work at regional level has been long time hidden by aimed wider international
goals. The cultural actors privileged the development of relations with the
North. Today, they have a more and more sharp conscience of the issues that
represent the development of the exchanges and the organisation of sector within

and the development of exchanges within the region are conditions to assure a
better exploitation and a sharing of resources existing, to exchange
experiences, to stimulate creativity, to widen the opportunities, in one word to
allow a better economy of culture at regional level.
The Regional Funds for the
Promotion of Cooperation and Cultural Exchanges in West Africa has for mission
to contribute to the implementation of conditions for a better organisation of
the sector at regional level.
